John Charles Watrous (1801-1874), b. Colchester, Connecticut; d. Baltimore, Maryland. After years of private and public service, Watrous was appointed to the US District Court of Texas by President Polk, in 1846. His rulings against several leading Texans and his probable illegal actions regarding land speculations soon resulted in tumultuous calls for his recall; in 1848 the Texas legislature asked for his resignation. He refused, and several attempts were made to have him impeached by the US Congress, but ultimately the efforts were dropped due to the onset of the American Civil War.
