In March of 1843 Congress approved an act entitled, "An act to provide for the better security of the lives of passengers on board of vessels propelled in whole or in part by steam." This after several disasters on steam powered vessels had killed hundreds of passengers, mainly in the waters of the American West. This report and study is the result of the investigation. This report was part of the process leading to the Steamboat Act of 1852, which established national standards for boiler construction and safety valves.
