The ship and cargo belonging to Reuben Shapley was captured by the British ship of war Talbot, and the time and place of the capture was, according to Shapley, within the limits of treaty that should have resulted in the ship and cargo being set free. Instead, the ship and cargo disappeared into a Cuban port, never to be seen again.

The British officers in charge were blamed, "she was lost by the negligence or misconduct on the part of the officers." The British government refused Mr. Shipley's demand of payment and here he appeals to the US Congress, with all of the proofs at his disposal, to impose upon Great Britain to meet his demands.
