The date of this undated edition is uncertain. It may be earlier than 1830, for a "Third Edition" with a date was published in London in 1826. It can be no later than 1832, given the inscription.
John Dobell (1757-1840), English Baptist author and hymn compiler. The first edition of this compilation was published in 1806 with 700 hymns.
