Both Georgia and South Carolina were sending memorials to the US Congress at this time, condemning what they deemed to be encroachments by the Federal government on their State sovereignty, in particular by imposing tariffs and promoting internal improvements.
Georgia argues that the Feds have no such authority and are overstepping their bounds.
