The site of this arsenal proved deadly. 19 workmen died from disease during its construction in 1819. The surrounding swamp was drained the next year, but the site continued to be the source of disease, and the garrison dwindled by disease.

Letters from Major M. M. Payne are reprinted herein describing the sickness and that the post was reduced to three men in good health.

It is recommended that the place be abandoned and another set up at a site called Sand Hills.
