This pamphlet was published in England in 1863 during the American Civil War. 1863 was the year of the battles of Gettysburg, Vicksburg, and Chancellorsville, and the Confederacy was keenly interested in gaining an alliance with Great Britain, while the Union was maneuvering to keep that nation neutral.
The publisher states that they were constantly being asked for information regarding the United States, and issued this pamphlet to fill that want. They say that the choice of including the Constitution for New York State was selected as an example of the rest of the States, the differences between them being of minor importance.
Relatively scarce. We find one copy for sale elsewhere (Oct. 2019) of a later edition.
