The Third Plenary Council of Baltimore began November 9, 1884, and concluded December 7, 1884. It was presided over by Archbishop Gibbons of Baltimore, as the Apostolic Delegate. One of the measures enacted was a decree that all parishes provide Catholic education, a decree that set in motion a vigorous policy of building parochial schools. This Catechism of Christian Doctrine, prepared and enjoined upon American Catholic churches by the very same Council, is a key element of the plan of education.
